1. In the heat of the moment, propose to give $100 back to all Americans as a token payment to "reimburse" them for the high "market" prices for gasoline. Rail against the oil companies and say they will pay for the rebate.
2. Then, as the dust settles, back off the language of the rebate that says it would be paid for by the oil companies. But still say that you'd like to give each American that $100.
3. Later, keep promising to do something, but don't actually do it; and if you do, have Americans pay for it out of their taxes.
